Why worry about sex education, building life skills, or young people’s health and rights, when you could just spend money on lectures about abstinence?

That’s what a House and Senate committee seem to be saying with their draft of the 2016 spending bill, which virtually obliterates funding for the Teen Pregnancy Prevention Initiative (90% cut in the House version and 80% cut in the Senate) and provides millions of additional funding for so-called “sexual risk avoidance” programs which must teach that “refraining from non-marital sexual activity” is the only healthy choice.
